There has been a planned fork on the Dash network, and all clients working on v17 might get stuck at the above block.
To resume syncing with the blockchain, download the newest version of the wallet from dash.org/downloads, go to the console and execute these commands one after another:

mnsync reset
clearbanned
reconsiderblock 0000000000000001342be9c0b75ad40c276beaad91616423c4d9cb101b3db438


If the above solution does not help go through the below solution.

In order to solve the issue simply start Dash Core wallet with the -reindex command line parameter to initiate a reindex.
